The Italian wine industry's long wait for the final implementing regulations for wine dealcoholization has come to an end.

A full year after the—already late—legal permission to produce NoLo wines, the Ministry of Agriculture and the Ministry of Economy passed the interministerial decree on tax regulations for dealcoholized wine at the end of 2025.

As the Unione Italiana Vini (UIV) had already feared in April 2025, producers have lost another year in the competition for this emerging market segment. With a total delay of around four years compared to competitors from other EU states, Italy's wineries now finally have a comprehensive legal framework for dealcoholization at their disposal.

The legal text regulates the issuance of permits required for the production and storage of dealcoholized products, specifies the necessary administrative requirements, and defines the rules under which the products may be placed on the market. The measure allows companies already operating as tax warehouse keepers for intermediate alcoholic products and wine to carry out dealcoholization processes under certain conditions and within specified volume limits. Furthermore, the decree introduces a distinction between production volumes of up to and over 1,000 hl per year.
