The meeting was called by the CEO of the Western Cape Liquor Authority to obtain proposals on amendments to the Western Cape Liquor Act from stake holders in the liquor industry. Danie Cronje, the Director of Liquor Law Department at Cluver Markotter Incorporated was requested to submit a proposal on how garagiste wine makers may be accommodated under the Western Cape Liquor Act. At the time when the Western Cape Liquor Act was being drafted, Cronje submitted representations on the position of garagistes to the Standing Committee responsible for drafting the Act. Although a specific exemption was initially included it was later removed before the Act was approved in its current form. This means that any person who makes wine needs a liquor licence irrespective of the quantity made or whether it is made purely for own consumption. According to Cronje it may be possible to obtain a general exemption from the requirement to have a liquor licence alternatively it may be necessary to apply for specific individuals to obtain such an exemption.
